This photo of Stephen Harper and Stephane Dion, shot by Chris Wattie of Reuters, is a remarkable shot, no question.<\/p>\n<div style=\"text-align:center;\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/lh6.ggpht.com\/_plNK-YE-FJo\/STYj6Kp3VTI\/AAAAAAAAAQw\/8ewHFZYCTY4\/1202parliament600big.jpg?resize=450%2C325\" alt=\"1202parliament600big.jpg\" border=\"0\" width=\"450\" height=\"325\" \/><\/div>\n<p>But it&#8217;s also a view that I don&#8217;t remember seeing before. It looks like the photographer was sitting in the back benches behind Harper. How did they get that shot?<\/p>\n<p>When I was a reporter, photographers were only allowed on the floor of the chamber on special occasions like a Throne Speech, not during Question Period. I wonder if the rules have changed when I wasn&#8217;t watching. <\/p>\n<p>Anybody know the answer?
